Question of the day: Is there a cheaper alternative to WWAN for internet on the go?

Jose in Santa Monica writes in asking about how he can get internet on the go on his windows xp laptop. He already pays for a cell phone bill and does not want to add another $60 - $80 a month just to do some light web browsing.

Can you hook up Jose?
